The Granite School District Board of Education gathers Tuesday, Sept. 15, with the status of its District 1 board seat unresolved in public records after weeks of candidate interviews.

The board's posted agenda for the 5 p.m. study session at the Granite Education Center, 2500 South State Street in Salt Lake City, lists only Board President Nicole McDermott as speaker. No detailed topics appear.

The sparse agenda follows a months-long process to fill the District 1 seat being vacated by board member Julie Jackson. Jackson announced at the Aug. 4 board meeting that she won a primary election for the House of Representatives and is unopposed in the general election. Her resignation takes effect Dec. 31.

The board opened applications Aug. 5 through Aug. 19 and interviewed 11 candidates on Aug. 25 at the Granite Education Center. After board members scored the applicants, Superintendent Ben Horsley identified what he called "a natural break" in scores. The top four finalists were Elena Leppard, Marilyn Taft, Benjamin Ungricht and Janelle Williamson.

All four were invited for second-round interviews on Sept. 1, according to Aug. 25 board meeting minutes.

The outcome of that Sept. 1 meeting is unclear. The district's website for the meeting contains conflicting language, stating both that the board adjourned without action and that Leppard was appointed to fill the vacancy. No meeting minutes have been posted.

According to the Aug. 25 minutes, board member Clarke Nelson raised concerns about the legal requirements governing how the board identifies top candidates and said he hoped for changes to those regulations.

The board's seven members as of Aug. 25 were McDermott, Vice President Kris Nguyen, Connie Burgess, Kim Chandler, Jackson, Nelson and Karyn Winder.

No public timeline for resolving the appointment has been announced, and the Sept. 15 agenda does not reference the vacancy.
