Millcreek residents near Wasatch Boulevard, 3300 South, and the city center have five zoning votes and a community reinvestment agreement on the Monday, July 27 council agenda.

The meeting starts at 7 p.m. at City Hall, 1330 E. Chambers Ave. Residents can attend in person, submit public comment online at millcreekut.gov, or watch the livestream. The agenda was certified by City Recorder Elyse Sullivan on Wednesday, July 22.

City center expansion at 3300 South

Two of the five ordinances target the same 1.75-acre parcel at approximately 1312 East 3300 South, near Millcreek Common. Ordinance 26-53 would rezone the property from Commercial to City Center Overlay – Development Agreement (CCOZ-DA), and Ordinance 26-54 would approve a development agreement for a residential mixed-use project on the site.

The CCOZ designation encourages greater building heights, higher density, and ground-floor retail. Development around Millcreek Common already totals 1,417 housing units, 235,556 square feet of commercial space, and 2,608 parking stalls, according to a July 20 Building Salt Lake report citing city records.

"When I came on board, the market was really hot. There were a lot of property owners and developers that were looking to kind of take the backwash from Sugar House and do stuff in here," Francis Lilly, Millcreek's assistant city manager and planning director, told Building Salt Lake on July 20, describing the conditions that led to the overlay zone.

Other zoning votes

Ordinance 26-51 would add a development agreement to the Olympus Hills West Village Center Special District zone at 3962 S. Wasatch Blvd. Project details were not included in the published agenda.

Ordinance 26-52 makes technical corrections to Title 18 of the Millcreek Municipal Code. Ordinance 26-55 amends vehicular access requirements and street development standards in Sections 14.12.110 and 14.20.020.

Woodland Avenue CRA amendment

After the council meeting, the Community Reinvestment Agency board will vote on Resolution 26-06, amending its interlocal agreement with Salt Lake County for the Woodland Avenue Community Reinvestment Project Area. The Salt Lake County Council held a public hearing on the same amendment on Tuesday, July 14, presented by Economic Development Director Kersten Swinyard. The specific dollar amounts and changed terms have not been publicly detailed.

Work session previews

The 5 p.m. work session includes first readings on two additional rezone requests that will not receive votes July 27: a manufacturing-to-mixed-development change at 4244 S. State St. and a residential-to-commercial rezone at 1059 E. 3950 S. and 1100 E. 3946 S. Planner Sean Murray will present both.

The next Millcreek City Council meeting is Monday, August 10, at 7 p.m.
