The Millcreek City Council considered five ordinances and three resolutions at its Monday, July 27, 2026 regular meeting, including two zoning changes that could reshape parcels near Millcreek Common and along Wasatch Boulevard.
Vote tallies have not been posted. Official minutes are expected around Wednesday, July 29.
According to the meeting agenda, Ordinance 26-53 would rezone roughly 1.75 acres at 1312 E. 3300 South from Commercial to the City Center Overlay–Development Agreement zone. Applicant Tyler Morris proposed a residential mixed-use project there as a next phase of the 2019 City Center Master Plan. A paired measure, Ordinance 26-54, would approve the development agreement for that same site. Planner Carlos Estudillo handled the application, according to city planning records.
Also on the docket: Ordinance 26-51, which would amend the Olympus Hills West Village Center Special District zone for the property at 3962 S. Wasatch Boulevard by adding a development agreement. That parcel went through the Planning Commission in May and June before receiving a first reading at the council's Monday, July 13 work session.
Two additional ordinances rounded out the action items. Ordinance 26-52 would make technical corrections to Title 18 of the municipal code, and Ordinance 26-55 would amend vehicular access requirements and street development standards citywide.
The council also considered three resolutions: an amendment to the interlocal agreement with Salt Lake County for addressing services (Resolution 26-21), a cooperative agreement with the county for park services (Resolution 26-22), and an amended civil legal services contract with City Attorney John Brems (Resolution 26-23).
Separately, the Community Reinvestment Agency convened after the council meeting to consider Resolution 26-06, amending its interlocal agreement with Salt Lake County regarding the county's participation in the Woodland Avenue Community Reinvestment Area. That amendment would exclude the county library tax from the Woodland Avenue increment, according to the agenda.
During the 5 p.m. work session, council members heard a social media and First Amendment training from Darcy Goddard, an election law update from Brems, and a second-quarter report from Unified Fire Authority Chief Jon Wilde. The council also previewed two new rezone applications for future action: a proposed 115-unit affordable housing development at 4244 S. State St. filed by applicant Tyler Brady, and a parking lot rezone at 1059 E. 3950 South and 1100 E. 3946 South filed by applicant Chris Bick.
The next Millcreek City Council meeting is Monday, August 10, at 7 p.m. at City Hall, 1330 E. Chambers Ave. That agenda already includes public hearings on a contribution of up to $200,000 to the Asian Association of Utah and up to $5,000 for the city's 9/11 Day of Service.
