A seven-story, 210-unit apartment building is headed to 3300 South after the Millcreek City Council unanimously approved a rezone and development agreement for the project on Friday, July 31.

The Cottonwood 3300, proposed for 1312 E. 3300 South on 1.75 acres just south of Millcreek Common, will be one of the largest residential developments yet in the city's emerging city center. Cottonwood Residential, a Utah-based multifamily developer, is behind the project.

The council took two votes Friday evening, as reported by Building Salt Lake. The first rezoned the site from Commercial and City Center Overlay Zone to City Center Overlay–Development Agreement Zone (CCOZ-DA), which requires a binding development agreement with the city. The second approved that agreement.

The building will reach a maximum height of 75 feet and include 43 studios, 143 one-bedrooms, and 24 two-bedrooms ranging from about 500 to 1,200 square feet. Ground-floor plans call for roughly 3,500 square feet of commercial space split between two storefronts, plus a lobby, fitness center, and seven units with direct street access. A coworking space is planned for the second floor.

Parking fills much of the first three floors, with at least 276 stalls total. Floors four through seven are residential, with a clubhouse, courtyard, and pool on the fourth floor. Sixty-eight percent of units will have balconies of at least 60 square feet.

Vehicle access will come from one entrance-exit point on 1300 East, one exit near the western end of the 3300 South frontage, and one entrance farther east. Council members discussed proposed medians along 3300 South and how those could affect building access before voting.

The project's architect is Architecture Belgique, with civil engineering by Anderson Wahlen & Associates. Tyler Morris filed the application, listed in city planning records as case ZM-26-001, with Carlos Estudillo as the assigned city planner.

Cottonwood Residential already operates The Richmond, a 328-unit apartment community near Millcreek Common that opened in April 2025 and is nearly fully leased. The developer has also built other projects in the area and in downtown Salt Lake City.

The approval follows the council's June 2026 unanimous vote on a 23-unit condo project at 1285 E. Villa Vista Ave. using the same CCOZ-DA zoning tool. "An important development for us to have a broad variety of different housing types in our city center," Council Member Thom DeSirant said at the May 27 vote on that Villa Vista project. As we reported July 23, the Cottonwood 3300 proposal had its first reading at the July 13 council meeting.

No construction start date has been announced. The project still requires building permits before work can begin. The next Millcreek City Council meeting is Monday, August 10, at 7 p.m.
