A 1.75-acre mixed-use development near Millcreek Common heads to a final vote July 27, when the City Council takes up five zoning ordinances and the Community Reinvestment Agency considers an amendment to its partnership with Salt Lake County.

The council will vote on Ordinances 26-53 and 26-54, which would rezone property at approximately 1312 E. 3300 S. from Commercial to the City Center Overlay–Development Agreement zone and approve a development agreement for a residential mixed-use project on the site. The proposal had its first reading at the July 13 council meeting. Details on the project's unit count, height, and developer have not been publicly released in the agenda packet.

The same CCOZ-DA zoning tool was used in June 2026 when the council unanimously approved a 23-unit condo project at 1285 E. Villa Vista Ave. Council Member Thom DeSirant said at the May 27 vote that he considered it "an important development for us to have a broad variety of different housing types in our city center."

Three other zoning ordinances are also on the Monday agenda: Ordinance 26-51, amending the Olympus Hills West Village Center Special District zone for property at 3962 S. Wasatch Blvd.; Ordinance 26-52, making technical corrections to Title 18 of the municipal code; and Ordinance 26-55, changing vehicular access requirements and street development standards.

The 5 p.m. work meeting includes first readings of two additional rezone requests presented by planner Sean Murray: one to change 4244 S. State Street from Manufacturing to Mixed Development, and another to rezone parcels at 1059 E. 3950 S. and 1100 E. 3946 S. from R-2-8 and Residential Mixed to Commercial.

CRA meeting follows council session

After the council recesses or adjourns, the Community Reinvestment Agency will convene separately. Its main action item is CRA Resolution 26-06, an amendment to the interlocal agreement with Salt Lake County regarding the county's participation in the Woodland Avenue Community Reinvestment Area. The agenda does not detail the amendment's terms.

The CRA is the city's redevelopment financing arm for Millcreek Common, the city center under development around Highland Drive and 3300 South. Phase 2 of the park is under construction, funded by $5 million in federal grants including a $2.5 million open space grant from the National Park Service, the city said in a July 3 post. The city expects Phase 2 to be complete by spring 2027.

Both meetings take place at City Hall, 1330 E. Chambers Ave. The work meeting starts at 5 p.m.; the regular meeting at 7 p.m. In-person public comment is limited to two minutes per person, or five minutes for a group spokesperson.
