Millcreek's Community Reinvestment Agency board will meet from 7 to 9 p.m. Monday, Sept. 28, at City Hall, 1330 E. Chambers Ave.

No agenda had been posted on the city's calendar as of Sept. 15.

The CRA board is made up of the five City Council members, according to the city's CRA page. Authorized under Utah State Code 17C, the agency oversees six reinvestment areas that channel tax increment revenue toward economic development. Millcreek manages the West Millcreek area, inherited from Salt Lake County, along with five it created: Canyon Rim Commons, MedTech, Millcreek Center, Olympus Hills and Woodland Avenue.

The Sept. 28 session is listed as a standalone CRA meeting, not a joint session with the City Council. Previous CRA meetings, including one on June 9, 2025, were held jointly with the council.

At that June 2025 session, the board adopted its fiscal year 2025-26 budget and approved inter-fund loans between the West Millcreek CRA and the Millcreek Center, Woodland Avenue and Olympus Hills project areas, according to the meeting agenda. The loans cover Series 2019 debt service payments until each area's tax increment revenue grows large enough to carry the debt.

Much of the CRA's recent work centers on the Millcreek Common city center. The City Council approved a $20 million sales tax bond for the project, to be repaid through CRA tax increment from new development, Building Salt Lake reported in July. City records cited in that report show planned development around Millcreek Common totals 1,417 housing units, 235,556 square feet of commercial space and 2,608 parking stalls.

Phase two of Millcreek Common is underway. It will include a splash pad, skate park, mini golf, more than 100 trees and a children's play structure shaped like a moose named Milo.

Mayor Cheri Jackson outlined the stakes in her February state-of-the-city address. "We will complete Millcreek Common Phase 2, and then look to the future," she said, according to KSL.
