Millcreek's Community Reinvestment Agency board approved its fiscal year 2027 budget without changes or public comment on June 22, voting 5-0 to adopt Resolution 26-05 in a meeting that lasted just two minutes.

Meeting minutes posted Aug. 3 show the CRA convened at 8:21 p.m. at City Hall, after the regular City Council meeting wrapped up, and adjourned at 8:23 p.m. No members of the public attended.

HR-Finance Director Lisa Dudley told the board that "no changes had been made to the Community Reinvestment Agency budgets since the tentative budget was presented." She said staff had finished balancing interfund transfers, including those tied to the Housing Fund, so all six CRA project areas were properly accounted for.

What the budget funds

The CRA uses tax increment financing to capture rising property tax revenue in designated areas and reinvest it locally rather than sending it to general taxing entities. According to the FY2027 adopted budget document, the agency's two largest funds, based on FY2025 actual tax increment received, are:

• Millcreek Center (Fund 201): roughly $1.4 million in tax increment revenue, including $1,245,838 from other governments and $160,952 from Millcreek property taxes.
• Olympus Hills (Fund 205): approximately $1.34 million in tax increment, with $1,077,890 from other governments and $163,300 from Millcreek property taxes.

The Woodland Avenue fund (Fund 203) is budgeted at about $99,875 total. The West Millcreek project area is structured so Salt Lake County receives 20% of the tax increment while 80% is reinvested locally over the next 20 years. Exact figures for the MedTech and Housing Fund areas were not available in the posted documents.

The budget also reflects a $1 million General Fund commitment to Millcreek Common Phase II, with completion expected in late spring to early summer 2027.

Budget night in full

The June 22 CRA vote was part of a broader budget adoption evening. The City Council met the same night and passed Ordinance 26-44, certifying the property tax rate with no increase to residents, along with the city's final FY2027 budget (Ordinance 26-45). The Millcreek Community Foundation also adopted its own FY2027 budget that evening.

All five CRA board members were present: Chair Cheri Jackson, Silvia Catten, Thom DeSirant, Nicole Handy, and Bev Uipi, who attended electronically. Board Member Catten moved to adopt the budget; Board Member Handy seconded.

As we reported July 28, the CRA held a separate meeting on July 27 to vote on an amendment excluding the county library tax from the Woodland Avenue project area's increment. That vote addressed a different issue than the June 22 budget adoption.

The next Millcreek City Council meeting is Aug. 10, at 7 p.m. at City Hall, 1330 E. Chambers Ave. Residents can submit public comment through millcreekut.gov.
