The Millcreek Community Reinvestment Agency's agreement with Salt Lake County for the Woodland Avenue project area would shrink by the value of the county's library tax levy under an amendment that came up for a vote before the CRA board Monday, July 27.

Resolution 26-06, posted in the CRA's meeting agenda packet the same day, spells out terms that had not been publicly available when the item was first announced. The amendment adds a new clause to the original interlocal agreement specifying that the county's tax increment contribution will include only revenue from the countywide property tax levy and will exclude revenue generated by the library tax levy.

The library money stays with the county.

The amendment also requires Millcreek to refund Salt Lake County for library levy revenue the CRA already received for the 2026 tax year. According to the resolution, that payment was made in error. The exact refund amount has not been calculated; the agreement says the Salt Lake County Auditor will determine the figure and the CRA will pay it back "promptly."

How much money is at stake?

The Woodland Avenue CRA Fund (Fund 203) is budgeted at roughly $83,600 in county tax increment for FY2027, according to Millcreek's FY2027 adopted budget. The library levy carve-out will reduce that number going forward, though the city has not disclosed by how much. Total tax increment from all sources for the fund is approximately $99,875, with a projected fund balance of $78,138 at the end of FY2026.

For context, the Woodland Avenue CRA is far smaller than Millcreek's other reinvestment fund. The Millcreek Center CRA (Fund 201) is budgeted at $1.25 million in county tax increment for FY2027, roughly 15 times the Woodland Avenue fund's county share.

County hearing held earlier

Salt Lake County held a public hearing on the same amendment Tuesday, July 14, at its council chambers in Salt Lake City. Economic Development Director Kersten Swinyard presented the item. Whether the County Council formally approved the resolution that day has not been confirmed in available records.

Who voted?

The CRA board that considered Resolution 26-06 on July 27 consists of Mayor Cheri Jackson (chair), Silvia Catten, Thom DeSirant, Nicole Handy, and Bev Uipi. Vote outcomes have not yet been published. Meeting minutes are expected around Wednesday, July 29.

The Woodland Avenue CRA covers parcels annexed into Millcreek in July 2020 that sit within the planned City Center district. Millcreek created the separate CRA to capture tax increment from those newer parcels to support the City Center.
