Millcreek's Planning Commission will hold a public hearing Aug. 20 at 5 p.m., with at least one rezone case confirmed for the agenda and several major city center projects advancing on the commission's broader active docket.
The Aug. 5 public hearing notice confirms the meeting at Millcreek City Hall, 1330 E. Chambers Ave., on the second floor community forum. Residents can also watch via live stream on the city's website.
What's confirmed for August
The city's upcoming planning applications page lists one active case under August 2026: a rezone request at 3496 and 3500 S. 1300 E. (application ZM-26-014). A second application, a conditional use permit at 3401 S. 2000 E., has been withdrawn.
A continuation of ZM-25-006 also remains on the docket. That application, filed by Preston Reading on behalf of Pacifica Companies, seeks to remove a zoning condition at 777 E. 3900 S. that limits residents of the facility to age 62 or older. Planner Zack Wendel is assigned to the case.
Hotel and mixed-use project advances on Highland Drive
The highest-profile project on the commission's active docket is a proposed five-to-six-story mixed-use building at 3232 S. Highland Drive, at the southwest corner of Chambers Avenue and Highland Drive, directly east of Millcreek Common. The project has not been confirmed for the Aug. 20 agenda specifically but remains an active application before the commission.
As we reported July 23, PEG Development and Encore Development filed the application for the hotel, commercial and residential condominium project. According to a staff memo prepared in February 2026 by Brad Sanderson, Millcreek's current planning manager, the project would include:
- A 110-unit hotel (five stories, facing Highland Drive and Chambers Avenue)
- 12,500 square feet of ground-floor retail and commercial space facing Millcreek Common
- 25 luxury residential condominiums
- A five-level shared public/private parking structure with 204 stalls
- A rooftop pool shared between hotel guests and condo residents
The 1.2-acre site, assembled from five parcels, currently holds a small private athletic gym with 20 parking stalls and a 75-stall surface lot used by the public. The application requests a rezone from Commercial and City Center Overlay Zone to CCOZ-DA, which would tie the property to a development agreement under the city's zoning code.
The project was first presented at a joint work session with the City Council and Planning Commission in September 2025, then at a public open house in October 2025. A third-party traffic study recommended improvements to both Highland Drive and Chambers Avenue.
The commission's role is advisory. It takes public comment and makes a recommendation to the City Council, which holds final authority on the rezone.
18-unit townhome project near Villa Vista
Also on the active docket, though not confirmed for the Aug. 20 agenda, is an 18-unit townhome project at 1265 E. Villa Vista Ave. The City Council approved a zone change for the site from Commercial to CCOZ-DA in December 2025. The Planning Commission is now reviewing the site plan and subdivision, with units intended to be subdivided for owner occupancy. Planner Carlos Estudillo is assigned to the case.
