Construction on Phase II of Millcreek Common is underway, backed by $5 million in federal grants that include a $2.5 million open space grant from the National Park Service.

Mayor Cheri Jackson and City Manager Mike Winder toured the Phase II site on July 2, alongside Maddie Clements, community outreach representative for Congressman Burgess Owens, according to the city's official account on X. The city posted photos of the tour and described the federal funding as the primary source for the second phase of the public plaza between Highland Drive and 1300 East on 3300 South.

Phase I is already a busy district. The $45 million Millcreek City Hall, a six-story building completed in October 2023, anchors the site with a coffee shop, restaurant, and rotating Public Market on the ground floor. Outside, a 65-foot climbing wall, skate loop, and splash pad draw year-round visitors. The Westerly, a five-story mixed-use apartment building with ground-floor retail at 3257 South Richmond Street, adds residential density next door. Tenants now include Ray Ray's Espresso Bar, which serves Wednesdays through Fridays.

Several projects tied to the city's 2019 City Center Master Plan are advancing through the planning pipeline. PEG Development and Encore Development have filed an application for a hotel, commercial, and residential condominium mixed-use project at 3232 S Highland Drive. Millcreek staff filed the application on behalf of the city and both developers; a subdivision amendment for the same address was heard by the Planning Commission in June 2026.

Applicant Tyler Morris filed in February 2026 to rezone 1312 E 3300 S for a residential mixed-use development under the same master plan. At 1265 E Villa Vista Avenue, an 18-unit townhome project received a zone change from the City Council in December 2025 and is now seeking a conditional use permit and subdivision approval for owner-occupied units. An affordable housing project at 1285 E Villa Vista Avenue, filed by applicant Mike Oborn in April 2026, seeks a similar rezone.

The Millcreek Planning Commission meets on the third Wednesday of each month at 5 p.m. on the second floor of City Hall. Meetings are live-streamed, and residents can view active applications at millcreekut.gov.
