Throttle-equipped e-bikes would be banned from dirt trails across unincorporated Salt Lake County under an ordinance that cleared its first reading Tuesday, Aug. 25. Pedal-assist e-bikes would still be allowed on natural-surface paths but could not exceed 20 mph.

The Salt Lake County Council is expected to hold a second reading and public comment at its next meeting, likely Tuesday, Sept. 1, at the Salt Lake County Government Center, 2001 South State Street in Salt Lake City, according to KUTV. Meetings typically begin at 1:30 p.m.

County Councilor Suzanne Harrison, who is presenting the ordinance, said the measure primarily targets trails in the southwestern portion of unincorporated Salt Lake County, including Yellow Fork Canyon in Herriman. Whether eastern county trails used by Millcreek residents would fall under the ordinance has not been confirmed. Millcreek Canyon is managed by Salt Lake County Parks & Recreation, but portions of the canyon road lie within the city of Millcreek's incorporated boundaries.

The fine for a violation: $150.

"So e-bikes are changing so quickly, but our trails are hopefully going to be here forever," Harrison said at the council's Aug. 25 meeting. "And we're just trying to update our ordinance to help people be safe out there, have fun, but also make sure we're not putting people or animals in danger."

Harrison said the ordinance focuses on education, not punishment. She said signs would go up on affected trails if the measure passes, and the civil citation would give law enforcement an alternative to the only tool currently available for unsafe riding on county trails: a criminal charge.

Trail user Iman, who did not give a last name, told KUTV she has witnessed people injured by e-bikes on trails with no consequences.

Millcreek Canyon remains open to hikers and cyclists this summer, though the city of Millcreek noted in April that the road past the Winter Gate is closed through fall 2026.
