Millcreek's state representative wants Utah to fund a low-cost stream restoration technique he says could help protect Wasatch watersheds from wildfire, drought and flooding.

Rep. Doug Owens, D-Millcreek, toured the McLeod Creek Low-Tech, Process-Based Restoration Project near Snyderville on June 11 alongside officials from the U.S. Forest Service, the Utah Division of Water Quality and the Utah Division of Wildlife Resources, The Salt Lake Tribune reported. The project uses human-made "beaver dam analogs," temporary wooden structures placed in streams to force water out of channelized ruts and across floodplains, recharging groundwater and creating fire-resistant, spongy soil.

Owens told the Tribune the House Natural Resources, Agriculture and Environment Committee has agreed to hear a presentation on beaver dam analogs during its fall interim meeting. He also plans to meet with state agency representatives to shape a bill or appropriation request for the 2027 legislative session.

"It seemed to me clearly an idea whose time has come," Owens said. "You just get a lot of bang for the buck for restoring stream health and also storing water right underground at higher elevation with no evaporation."

Owens said he had served six years on the committee and never heard of the approach before the tour.

A fraction of the cost

The price difference is stark.

Rose Smith, a stream ecologist who leads Sageland Collaborative's Riverscape Restoration Program, estimated that installing beaver dam analogs costs $20,000 to $30,000 per mile of waterway. An engineered alternative using permits, excavators and concrete runs closer to $300,000 per mile.

Smith and a team of Sageland employees and volunteers placed the first human-made beaver dams along McLeod Creek in 2021. The tour showed two contrasting stretches side by side near the McPolin Barn: a degraded, channelized section with water temperatures too high for trout, and a restored section where analog dams have begun spreading water across the floodplain.

The structures are built to "fail." As sediment fills the channel, the stream goes around them, restoring the natural complexity that beavers once maintained before being hunted to near extinction during the fur trade.

Local connection

The approach is already part of plans closer to home. The U.S. Forest Service's Big Cottonwood Canyon Watershed Restoration Project, covering roughly 4,900 acres of an 18,686-acre boundary in the Wasatch Range, explicitly includes beaver dam analogs in its treatment plan. Save Our Canyons held an open house on the project at Millcreek City Hall on June 15.

Tour participants identified landowner stigma around beavers as the biggest barrier to widespread adoption. Christine Osborne of the Utah Division of Water Quality said landowners may soon be able to receive a federal stipend of $300 per acre per month to let streams run their natural course.

James Spencer, a wildlife biologist with the federal Natural Resources Conservation Service, suggested proponents focus on long-term legacy rather than short-term incentives, noting that the expanded green footprint of a restored stream might take a generation to become visible but would eventually benefit landowners' descendants.

The fall interim committee hearing date for the beaver dam analog presentation has not been announced. The 2027 general session begins in January.
