A half-acre property at 3757 S. 2300 E. can now be split into two single-family lots after the Millcreek City Council voted unanimously on July 13, 2026, to rezone the parcel from R-1-10 to R-1-8.

The rezone originated as one of four land-use applications the Planning Commission heard on June 17 at City Hall. Mayor Cheri Jackson and council members Silvia Catten, Thom DeSirant, Nicole Handy, and Bev Uipi all voted yes, according to Ordinance No. 26-47.

Thomas Moffat of Delia Court LLC filed the application. The roughly 146-by-143-foot lot holds a single-family home and a detached accessory structure. Under the new R-1-8 zoning, each resulting lot must be at least 8,000 square feet. Staff planner Brad Sanderson recommended approval.

Three applications still unresolved

The Planning Commission's June 17 agenda included three other items that have not yet received final votes. Minutes from that meeting were scheduled for approval at the commission's July 15 session but have not been posted publicly.

Duplex rezone at 3507 S. 1300 E. — Ryan Reynolds of Brad Reynolds Construction applied to rezone 1.23 acres from R-1-8 to R-2-6.5, per the staff report. The applicant's concept plan proposes four duplex buildings totaling eight residential units. Staff recommended approval but flagged that the proposed zone is "out of harmony" with the Millcreek General Plan's Neighborhood 1 land-use designation. At least two neighbors submitted written opposition before the June 17 hearing. Kim Bouck, a resident on Ash Tree Cove, wrote on June 1 that "if developers can routinely obtain rezones whenever a project does not fit the existing zoning, it calls into question the purpose and integrity of the City's zoning ordinances."

Millcreek Common subdivision — City staff filed application SD-26-004 to subdivide property at 3210 S. Highland Drive into commercial condominiums tied to the East Common Mixed-Use Development, a planned hotel, parking structure, retail, and residential project at the Millcreek Common city center. The plat would create four ownership units. The application proposes further dividing one unit into 25 individual residential condominiums. The application calls for removal of all existing structures on the site as part of development.

Liberty Cove at Olympus Hills — Developer Cowboy Partners, represented by Lee Dial, returned to the commission with a development agreement for a 74-unit mixed-use project at 3962 S. Wasatch Blvd. The project would include apartments averaging 817 square feet, 3,000 square feet of retail, 4,000 square feet of restaurant space, and a 10,200-square-foot public plaza. The item was listed as continuing business, having first appeared on the May 2026 agenda. The Olympus Hills West Village Center Special District was adopted by Millcreek in 2023 and requires a development agreement before residential and commercial uses can proceed. The commission's recommendation goes to the City Council for final action.
