The Millcreek City Council's Monday, Aug. 10 meeting will tackle six ordinances covering hospital parking, a 9/11 Day of Service grant, street-access code changes and surplus property disposal, according to the full agenda packet posted Wednesday, Aug. 5.

Beyond the previously announced $200,000 Asian Association of Utah public hearing, which we reported July 29, the docket includes several items residents haven't seen yet.

New items on the regular meeting agenda

$5,000 9/11 Day of Service grant (Ord. 26-57): A public hearing and vote on up to $5,000 for Millcreek's 9/11 Day of Service event.

St. Mark's Hospital parking lot rezone (Ord. 26-59): The council will vote on rezoning roughly 0.94 acres at 3946 S. 1100 East and 1059 E. 3950 South from Residential Mixed and R-2-6.5 to Commercial, with a zone condition limiting the site to a parking lot. Chris Bick filed the application on behalf of St. Mark's Hospital. The lot would serve hospital staff and must meet Millcreek landscaping standards, according to the city's planning application page. The Planning Commission heard the case in July before forwarding it to the council.

St. Mark's development agreement (Ord. 26-60): A companion ordinance locking the site into parking-lot-only use.

Vehicular access code amendments (Ord. 26-58): Changes to Sections 14.20.020 and 14.20.110 of the Millcreek Code regarding vehicular access requirements and street development. The agenda does not specify what would change.

Surplus property disposition (Ord. 26-61): The council will consider selling certain surplus public property. The specific parcel is not identified in the posted agenda.

Previously reported

$200,000 Asian Association of Utah grant (Ord. 26-56): A public hearing and vote on a contribution of up to $200,000 to support after-school programs. That's nearly double the $110,000 the council approved for the organization in August 2025.

Work meeting (5 p.m.)

Before the 7 p.m. regular session, the council will hear a Wasatch Front Waste and Recycling District report from General Manager Evan Tyrrell, discuss an affordable housing strategy with City Manager Mike Winder and review an Arts and Culture Master Plan presentation by Jake McIntire of Union Creative Agency.
